Im pretty sure Sweet Scent can longer be taught to a Pokemon VIA TM. That goes for Generation 3+. In order to teach a Pokemon the move Sweet Scent. Since you're playing HeartGold, you need to travel to Azaela Town and Talk to a Girl with a Butterfree beside her behind a Counter. You can find her in one of the Entrances/Exits of the Ilex Forest.
The building that seperates Azaela Town and Ilex Forest. Enter the building and on the right side of the screen you should see a girl with a Butterfree.
Talk to her and she can train a selected Pokemon the move Sweet Scent.
