u cant... the only way is to transfer them from i think gold/silver or saphire/ruby/emerald gba games to get them on ur soul silver but i recomend if u have it on diamond/perl, transfer it there along with all regis so u can wake up regigigas in snowpoint city...hope this helped- :)
