In Pokémon Ruby, the Hydro Pump move can be taught to Water-type Pokémon through a Move Tutor located in the Lilycove City Department Store. The Move Tutor is on the rooftop of the department store and will teach Hydro Pump to a compatible Pokémon in exchange for a Blue Shard. Blue Shards can be obtained by using the move Rock Smash on rocks in various locations throughout the game.

To my knowledge Ludicolo does not learn Hydropump, however, Lombre learns hydropump at level 49.
