Go to Mahogany Town, exit by going left and continue that path, passing the lake, till you find the entrance to Ice Path.
Once you make your way into the first portion of the cave, you'll come across a section of ground that's covered with ice. Start by going up. Once you hit the wall head left, next go down, then left, up, right, up and right. Now head down, left, up, left, down, right, down, right, up, and right. Off to the right, you'll find another batch of ice. To pass this one, find the highest portion of ice and head right, up, left, down, right, up, right, when you stop you'll be right next to a PokéBall containing the HM07, Waterfall.
