When you get to Azalea Town you will have to go to Kurt's house on the far left of town, right near the entrance to Ilex Forest. He will storm out of his house and head down the Slowpoke Well. Go defeat all the members of Team Rocket, then Kurt will be available to make his special Pokeball's back at his house.
