Go to Mossdeep city. Use surf, and go north of the town. Somewhere up there, there should be the Shoal Cave. Spheal is the most common ice type that lives there, but you can find Snorunt. Other common cave pokemon are there too.
BTW, the cave is effected by high and low tides, which goes by the clock that you set at the beginning of the game. You can only access certain parts of the cave during each tide.
There is also an item the old man can make if you find the right ingredients.

that is where you can catch the legendary kyurem, a dragon-ice type.
Ice does 4x damage to the Dragon/Flying Altaria - though you'll have to use an Ice-type attack on a Water-type, since Ice-types aren't available at that point without trading.
You can get a grass type to beat Wallace or Juan. A dark type for Tate, Liza, or Phoebe. A water type for Roxanne, Flannery. An ice type for Drake. And so on.
