There is no Tea in the original Red, Blue, and Yellow games; it's unique to the Fire Red and Leaf Green remakes. Instead, you use Fresh Water, which you can buy from a vending machine on the roof of the Celadon Department Store for 200 PokéDollars.
The Tea was an item in FireRed and LeafGreen to give to the 4 guards surrounding Saffron City. In Red, Blue and Yellow, a fresh water, soda pop, or lemonade will do the same thing.
you have to find it
You go to celadon city and go to the 2nd or third building you see at the top of ur gameboy. Go inside and there will be an old lady. talk to her and she will give you the tea. trust me. I have PKMN Red,Blue,Yellow,Emerald,sapphire,ruby,leafgreen,and firered.
Buy fresh water and give it to the guard
In HG/SS you can have tea with her any day from 3:01 - 4 pm :)
Give the tea to the security guard that is blocking saffron city and he will let you through.
