After going to the power plant, head towards cerulean gym, go inside and a team rocket member will spot you, talk to him and let him out, then go to the gold bridge north of the gym. he will spot you and hide between a couple on the bride, talk to him an d he will battle you, if you win he will tell you where it is, it is hidden in the rubber rings in the far left corner of the gym.
