You get the old sea chart from a special event outside your game at special locations, where I think the producers, Editors, and mostly people who helped create the games with give you a special code to put into your game, or just help you get the item you're after. The only way to get a usable Mew is to go to Faraway island in Pokemon Emerald using the Old Sea Chart and/or Gameshark warp codes, and trade from Emerald to Leaf Green
