The name rater is in the building on the left in the northern part of Castelia City.
You can rename pokemon when you first obtain them or ask the Name Rater to change it. The Name Rater is in Lavendar Town he's in a house below the Pokemon Center. Bring the pokemon you want to rename to the Name Rater then he will let you rename it. Keep in mind pokemon obtained through trade cannot be renamed.

There isn't one. It doesn't work like that. If the pokemon is originally caught by the trainer asking the Name Rater, he will say it could be better and offer to change it, no matter what the pokemon. However, if the Pokemon is traded or migrated from a different game, the Name Rater will say it is perfect and refuse to change it. He will also refuse to change Shadow pokemon in Orre, if they havnt been purified.
The name rater can be found in lavendar town.
