You can get one of them if you go to Pacifidlog Town by talking to the Pokemon Fan Club Master's brother - or you can retrieve the Meteorite (Key Item) from Mt. Chimney. After taking the Meteorite, travel to Fallarbor Town, and give it to the scientist. He will give you TM Return in exchange for the Meteorite. Hope this helps!
