Right when you enter the city when coming from Pastoria town, enter the city and stop. Look to the left and step left once, then look up and step. Click A. If its not there, take another step up and click A. It should be there. That's where I found mine, but I'm not sure if it is different for diamond (in case you're looking for it on that game, too).

If you go to a mystery event and are able to get the hotel key, you open the hotel and sleep there for the night. when you wake up, you will be in Canalave city in a different time period and will be able to catch Darkrai.
