Right when you enter the city when coming from Pastoria town, enter the city and stop. Look to the left and step left once, then look up and step. Click A. If its not there, take another step up and click A. It should be there. That's where I found mine, but I'm not sure if it is different for diamond (in case you're looking for it on that game, too).

ok the key should be just outside of hotel grand lake (the hotel the girls at) in the back where the lady who heals your Pokemon not in the hotel itself but outside in the back you will need the scanner to find the key but its on the pavment :D
