If that rocket guy is still there, then that means you didn't defeat the hideout section yet. Go back to Celadon and go into the Game Corner place, talk to the Rocket guarding a poster, defeat him, press the switch and defeat Giovanni in hideout. You'll get a Silph scope, which will enable you to catch Gastly's and Will let you save Mr. Fuji from the Rockets in the tower in Lavendar town. Then to get rid of the one at the gym go into Sliph co and defeat all the rockets
