This one is very hard to find. It is in the second part of Stark Mountain, the one that has all the trainers in it. You have to go the the left first, then go up a bit, then go down the wall. There is a small, elevated walkway, only wide enough for one person. You must get on top of it, then use the dowsing machine on you Poketch, next to the wall on the left side. You will see a VERY tiny dot appearing on the screen, because the Flame Plate is IN the wall. You just walk up to the wall and press A.
PS: this sounds difficult, but just try it. It's a lot easier to just do it.
