You can find the Fire Plate in the Diamond, Pearl or Platinum games on a few locations. You can find it in the Stark Mountain or The Underground. If you have a Fateful Encounter Arceus in your party, you can also get a Fire Plate from a Hiker in Oreburgh Mine.
