DevinArceus doesn't evolve from or to anything, but you can change it's normal type to all the other types using plates. For a fire Arceus, you need to give it a Fire Plate. You can find the Fire Plate in the Diamond, Pearl or Platinum games on a few locations. You can find it in the Stark Mountain or The Underground.
