After you get all 8 badges, retrieve the Master Ball from Professor Elm, defeat the 5 Kimono Girls and retrieve the Clear Bell and get or defeat Ho-Oh you will be allowed to surf the sea at the east side of New Bark Town, from there you can walk (whilst battling trainers) upwards where you will find a big building go inside and keep walking until you enter a cave. Find your way through the cave and at the entrance to the Elite Four your Rival will turn up and tell you that he has changed his ways. Once that finishes go through the exit and keep walking upwards where there is a building. Heal your Pokémon and get loads of Potions then go upstairs to an entrance where the first Elite Four member is. You can only do this once you get all 8 badges and defeated the Kimono Girls that you meet during the game.
