You need to go back to Cinnabar Island and go talk to Blue who is just above the Pokémon Center. He is the leader of the Viridian Gym! Once you've talked to him Fly/Surf back to Viridian City and the old man who was in front of the Gym will have moved aside and you can enter the gym where Blue awaits you however you cannot battle Blue unless you have defeated the other 7 Gym Leaders in Kanto.
