you must first get the card key on level 5 then go to the 3rd level, walk straight down and go into the room on your left it will have a teleporter in there, go on it and it will take you to level 11, you will fight your rival and will then be rewarded with a lapras from the guy after the rival continue on to fight Giovanni when you win you will get the master ball.
