Go to the east part of falador, then there is like 4-6 houses collected in a ring, in the middle are there some ladders.
Go down the ladders there should it be lots of coal, mithril and adamant.

You need at least level 60 mining to enter.
(Then if you haven't level 60 mining you can use different places like edvillage dungeon.)
You could also go to the dwarven mine, where there are a few coal rocks next to the entrance of the mining guild - however there a few king scorpions which may attack low leveled miners.
If you have a dungeoneering level of 15 or more you could also go to the dungeoneering entrance, where there are a lot of coal rocks at the back of the cave and a bank deposit box near the entrance.

The easiest place to mine silver is in the Varrock dungeon, south-west of the Grand Exchange. It requires a Brass Key to enter.

The mines near Seers, it's a coal mine and there are trucks nearby that can hold up to 400 coal, after the cart is full, go back to seers and there's a cart station just near bank, take out your coal and bank it, simple, rinse and repeat.

To mine coal in RuneScape you need a pickaxe and the required level to mine it. Then all you have to do is equip or carry the pickaxe and click on the rock containing coal. Since this is categorized under RuneScape, I will assume your question relates to RuneScape. You can mine silver ore southwest of Varrock. A better place is west of Falador, in the Crafting Guild. The main problem with that place is that you first need to have Crafting level 40.
