They are in the fourth gym leader town. the leader with the ghost type Pokemon. They should be right behind the the Pokemon center in a building standing in the back. When you walk in you should see like some pillows and a few people on the ground kepp walking to the end and u will see five girls with only 1 Pokemon. Beat all of them the walk back(but still in the same building)to the only guy in there and he will say something like you beat all the sisters who take this. He will give you surf
