Where is the Embedded Tower in Pokemon Soul Silver?

it is located near the Safari Zone, on route 47. before going make sure you have the red orb/blue orb! many trainers on the way so be careful, at the end you will see a hiker. he will not battle you, but will tell you that you have arived at embbed tower. Go inside the cave-like thing next to him. this is it, you will see grondon if you are playing SoulSilver(NOTE: you will only get red orb) or kyogre if you are playing HeartGold(NOTE: you will only get blue). also if you want raquaza you will need both kyogre and groundon.(NOTE: you cannot get groundon in HeartGold or kyogre in SoulSilver in less you trade also IT MUST BE FROM EMBEDDED TOWER IN ORDER TO GET RAQUAZA!). the embedded tower is in the same location in both HeartGold and SoulSilver. P.S: kyogre and groundon are level 50.
First, just start heading to the Safari Zone through the cave in Cianwood. Once you come to another cave where you can see one ladder going up, and one ladder going down, take the one that is heading down. Once through it, you will come to a small patch of sand.
