The Air altar may be found west of Varrock, east of the River Lum close to the bridge near Barbarian Village. To enter the Altar, you must either use an Air talisman on the mysterious ruins or click on them while wearing an Air tiara or an Air talisman staff. The quickest way to get to the altar is by breaking an Air altar teleport, obtained from the RC Guild.
A skiller at combat level 3 can use a tiara. You can use any tiara, providing you have the Runecrafting level necessary to make the associated altar. Even without the level, you can still wear it.

Nope, f2p can get certain runecrafting staves too. You just need to get a tailsman staff, a air tailsman and most importantly, at least 50 Runecrafting to get the air runecrafting staff.

You can make air runes. Take rune essence, and either an air tiara or an air talisman to the air altar west of Varrock - a little south of the path. If you have an air talisman, it has an option to tell you the direction.
The gloves double the amount of experience gained while runecrafting runes which match the gloves. They do not however double the experience given for making Tiaras. Since the ourania altar (ZMI altar) already gives double the normal experience of the runes crafted, the runecrafting gloves do not work at that altar (i.e. the bonuses do not stack.) The gloves will disappear after 1000 essences are crafted.
