Seafloor Cavern on Route 128. The fastest way to reach it yet confirming reaching but meeting least Pokemon without using repel is to start from mossdeep city and surf downwards towards route 127. Dive down in the first deep area you see. Then just surf all the way till you reach a double three-way junction. Go right, down, left and continue on until you reach a small entrance. Surf through the entrance and dive up to reach there. However, the nearest city to reach seafloor cavern is actually sotopolis city but it will meet more Pokemon. In the seafloor cavern, you will need to get through some Pokemon before reaching the cavern.
