To get Raikou you need to have started with squirtle.
To get Suicune you need to start with charmander, and Entei you need to start with bulbasaur. The legendary dog goes with what you picked to start with. To get the legendary dog you need to beat the Elite 4, and fix the machine on one island. Then you need to roam around the grass. Use repel and put a <50 lvl Pokemon as your first one, and after sometime you'll find it. I used route 2 north of Viridian City, grabbed some max repels went into the house came back out searched, then repeated its the only easy way. After abot 20 min i found Raikou. Save your master ball for him because he'll flee after one turn and you won't want that. If you did not start with squirtle you'll have to trade.
