Most librarys have firewalls though, sometimes you might just slip past it. One of my relatives kept getting on Runescape repeatedly then he got banned from it so i wouldn't suggest going on runescape in a computer.

There are several libraries; for example, there is one in Varrock Palace, one in Keldagrim, and a few others more.
If it is blocked at a library there is no way of gaining access to the site by any means, libraries computers are strictly for learning purposes only, they would even tell you that if you try asking them to unblock the site.

To join the Phoenix Gang in Runescape start the Shield of Arrav quest by talking to Reldo in the Varrock Palace. Ask him about a quest and he will tell you there's a book on something in the library. Search the bookcase with a blue book on it. When you find it, read it. Talk with Reldo and and ask him where you can find the Pheonix Gang. He doesn't know, but says Baraek might. Talk to Baraek in the Varrock square and ask him where the Pheonix Gang are. He will refuse to tell you unless you give him 20 coins for the answer. He says it is in south west corner of Varrock. Go just south of the Magic Shop in Varrock and climb down the ladder in the building with a red exclamation mark in it. Talk to Straven in the hide out who poses as a employee of the Varrock newspaper. Tell him you know who he is. Straven wants you to kill Jonny the Beard (combat lvl:2) for an intel report he has. He is located in the Blue Moon Inn of Varrock. Go to the Blue Moon Inn and kill Jonny the Beard and pick up the intel report he drops. Give this to Straven and you are now a member of the Pheonix Gang.
