If you're talking about the legendary Pokemon Articuno, you have to trade it from FireRed or LeafGreen. If you're talking about Delibird, you have to trade it from FireRed.

you cannot transfer or need to transfer moltres from fire red. after you complete the sinnoh pokedex professor oak will be staying in eterna city, in what once was an emty cottage. talk to him and the three legendary bird Pokemon will start to roam sinnoh.

I'm assuming you mean the bird trio. They are Moltres, who is on one of the Sevi Islands; Zapdos, who I believe is in the power plant near Cerulean; and Articuno, who should be in the islands below Fuchsia. Mewtwo is also rare, but he isn't one of the trio.
