if you are talking about the gym leader "Jasmine," go to the lighthouse and to the top.
there is she. you have to go to cainwood and get a potion go back to lighthouse and she wil go to gym.

After you beat the elite 4, go to Kanto using the train. Once you get to Fuchsia city, she'll be in the gym instead of her dad, Koga (since he got promoted to the elite 4.)
