In order to obtain the HM CUT in Pokemon Emerald you must go to the Rustboro Pokemon Center. Once your character is standing in front of it head West (left) to the next door building. In the house there will be a man and a girl. Talk to the man and he will give you the HM CUT. But you must defeat the first gym in order to use CUT.
Tip: do not teach cut or any other HM (except maybe surf) to your starter Pokemon, instead catch something like a Nincada and teach that HM CUT.
