Now please read the whole thing because although you might not think the start makes much sense I am sure that this will answer more than one question. First you have to get the power up and running in kanto. To do that you have to visit the power plant and talk to the manager. He will tell you that a vital piece of the generator is missing. You then go to the cerulean gym. You dont have to but if you talk to the man out the front and he will tell you that a shady character was sneaking around. Go inside the gym. Just as you open the door a person in black slams into you. He obviosly doesnt read the paper because last time I checked you took them down at the goldenrod radio tower. This loser knows were the piece is so follow him as he runs of to the north. Battle him and you will soon learn that he doesnt have the piece. It is back in the gym. Check all of the life rings and you are bound to find it. Take it to the manager and he will give you the TM that contains charge beam. Go to lavender town and enter the radio tower. You will only be allowed to explore the first floor talk to the people and you will come across a man who is so grateful that he rewards you with an upgrade that will give you the pokeflute app on the pokegear. take that to the snorlax out the front of the tunnel and use it. The snorlax will awaken and attack. You can even catch it or beat it but this is the only catchable snorlax in the game so I caught it. After that you go in and your in the cave. This is the only way to Pallet town, pewter city, vermillion city and cinninbar island.

its right next to vermilion city or under pewter city and here's a tip diglet and dugtrio use the ability arena trap so you can't escape so take level 27 or 35 pokemon
