In Pokemon Ruby, the first thing is to get to the abandoned ship. Then go to the first staircase in the ship and go in the staircases again in the ship. If you see three doors in front of you, go to the middle door and you see water that you could dive in. Surf, dive, and go to the place with a crack. Go in and there's six doors.
