There is only one place that i know where it pacifically is. If u go to snowpoint city and above it is a house. You have to talk to the hiker. He mostly only can teach your Pokemon snore but that was with my Pokemon but he might have some different ones.
Then I know there is a different place that i have been before which is in the forest or known as route 212 which is left of pastoria town. You will know if it is the right place because there are alot of swaps and it is always raining.
