you go to the tunnel in Goldenrod and find where the guy said you could get your pic taken as Team Rocket. Some person dressed as Team Rocket will stop you and give you the extra.
You can't; team Rocket Grunts are the only ones who can wear the uniform.

you have to beat the 7th gym leader (chuck) then
you fly to goldenrod
and go to the place that says Be careful
Get off your bike in the tunnel the look every where then you will see
a team rocket guy then he will give you the suit
