In LeafGreen and Firered it is at six island.When you are on the waterpath(on the way to the dotted hole)Use surf on the water on the right and surf down, you will see the dragonscale on a piece of land.You can also get it as a prize from the trainer tower. It is also attached to wild Horsea. To get the dragon scale with no gameshark you still have to face bagon but get a Pokemon that knows trick and use trick on bagon (make sure the Pokemon with trick has an item you don't want) then after that the Pokemon with trick has the dragon scale! If you use thief against it it'll work but not always.

to find dragon scalego to route 132 and use a super rod. If horsea appears catch it or use theif you could get a dragon scale.
