Well, I think you can find Staryu, you know where Misty's gym.Do you that river near Nugget Bridge.Use super rod to get Staryu in FireRed, I think.(whoever wrote this answer cant read)

I think I caught 1 or 2 in sunny shore city. Go to the place to surf to victory road and use your super rod. You may see one
