If you started a new game, deliver the parcel that you got from the pokemart clerk to prof. Oak. Then, talk to the old guy at the end of Viridian City. When hes done, go into Viridian Forest. Go left. (I usually find Pikachu there...) Then, run around alot. You might run into ALOT of bug Pokemon. if you can't find him/her, that's probaly because he's/she's rare. Once you find him, do NOT use your strongest attacks, he'll/she'll probaly faint. If you do KO him/her, well, sorry~. He/She is rare. So you'll have to start all over again.
Pikachu can be caught in Viridian Forest as well as the Power Plant.
it is rare at Viridian Forest at lv,3,4 and 5 it is also in the Power Plant at lv22 much faster than Viridian Forest.
You can find it in the viridian Forrest and in the power plant.
In viridian forest its pretty rare though in virdian forest and powerplant
Pikachu is in verdirian forrests but hard to find
