You can't actually catch Elekid (although it does have a set Catch Rate), unless of course you use a GameShark. You must breed one of the following Pokemon pairings:
Electabuzz (F) x Electabuzz (M)
Electabuzz (Gender doesn't matter, but Egg Moves will transferred more easily with a Male) x Ditto
The hatched Egg will be an Elekid, which evolves back into Electabuzz at Level 30.
