The Sims 3 mistletoe is in the Sims 3 Seasons folder.
1. Go into Buy Mode.
2. On the left hand side of the Buy, in the rectangular box, you should go down and find "folders".
3. Click Sims 3 Seasons.
4. Scroll down until you find mistletoe.
You can also purchase mistletoe at the winter festival by redeeming festival tickets at the concession stand. Once you make the purchase, mistletoe can be found in the family inventory in Buy Mode.
