i recommend scizor because onix exist in both versions and therefore possible for both firered and leafgreen to have steelix. But, only firered possesses scyther and therefore, better for it
You cant find it in Firered only leafgreen.
Celebi cannot be found in Pokemon FireRed. The only way to get Celebi in Pokemon FireRed is receiving it from an event distribution. These events are sadly no longer supported for Pokemon FireRed.
You find it in the national park or when trading with Janine (any Pokemon for her Steelix).
You get it on Route 27 inside the cave
i dont know if you can get a metal coat...if you get one you can trade an onix with one and get steelix
Trade Onix with a metal coat to someone eles then it will evolve thne ask for it back ,and you have a new Pokemon
You can't find steelix in the wild you will need to have someone trade you an onix holding metal coat or you trade it and then ask your friend for the steelix and then you will have one.

If you are referring to the original Pokemon Red for the GameBoy, then you can't get a metal coat due to the fact that Steelix or Scizor were not Pokemon back then. If you were referring to FireRed, I have no idea.
It evolves two pokemon: Onix and Scyther. Have each hold the Metal Coat then trade them to a friend take them back and you will get a Steelix and Scizor.
