The first place one can buy Quick Balls in Pokemon Pearl is at the Poke Mart in Pastoria City for $1000 (from the vendor on the left). I traveled there after obtaining the first 3 badges, but Pastoria may be accessible as early as after the 2nd badge. While one may be able to purchase them in Canalave City, it is not accessible until after one obtains the 5th badge and HM03 Surf. Quick Balls are not purchasable at the Veilstone Department Store in Pokemon Pearl.
