After you beat the Elite 4, go to the safari zone, and go to the place that used to be blocked of by guards and search until you find rocks that can be smashed. Use rock smash on the rocks until you find a shuckle. If you have smashed all of the rocks and haven't found a shuckle, exit the safari zone and go in and try again until you find one. Or you can trade one over from another game.
