Pupitar is #247 in the National Pokedex, and was introduced in the Generation II Pokemon titles (Gold, Silver, and Crystal) where it could be evolved from a Larvitar found at Mount Silver or (Crystal only) from the Rocket Game Corner. In Crystal, Pupitars could also be caught in Silver Cave. In Generation VI (X and Y), Pupitar can be found (in Y only) on Route 18, and in Terminus Cave. ____ I recommend Giving pupitar an experience share and taking a team of 5 legends to the elite four and defeating them a few times. If pupitar is part of your normal team, just train as normal against other trainers and it will get there eventually. (If you've played a game before with dragonite, Tyranitar is basically Johto's Equivalent of it.)

The strongest Wobbuffet you can find in crystal version are in Cerulean Cave, they might be a little hard to find though

Use an action replay and get the pokemon modifier cheat, then you can dictate the pokemon that show up in the grass and there level!
