You can't find a wild Pupitar, but you can find Larvitar, at Lv20 at Mt. Silver. But to get to Mt. Silver you must get all of the Kanto Badges.

In Generation VI (X and Y), Pupitar can be found (in Y only) on Route 18, and in Terminus Cave. ____ I recommend Giving pupitar an experience share and taking a team of 5 legends to the elite four and defeating them a few times. If pupitar is part of your normal team, just train as normal against other trainers and it will get there eventually. (If you've played a game before with dragonite, Tyranitar is basically Johto's Equivalent of it.)
