If you're referring to HeartGold version, Ralts can be found on Route 34, but encountering a shiny Pokemon is a 1/8,192 chance, so it could take weeks to months. If you use the Masuda method and breed your Ralts with a Pokemon from a different country the chance of the Ralts that hatches will be increased to a 1/1638 chance of being shiny!

By "Crystal" I suppose you're meaning a Shiny Pokémon. Shiny Pokémon are extremely rare. Every time you encounter a wild Pokémon, you have a slim chance of finding a shiny one. It is around 0.01% chance of finding one.
Lunatone? You can't get it anywhere, and you can't trade it into Crystal.
