To find the Gym Leader Wallace in Pokemon Sapphire, you must first complete elements of the plot. After you have defeated Archie of Team Aqua, follow him to the surface where it is raining heavily. After he leaves, Steven will arrive and eventually say something about Sootopolis City. Travel to Sootopolis and make your way up to the Cave of Origin. There you will find Steven and Wallace. After you defeat or capture Kyogre in the cave, exit to find Steven. He will congratulate you on calming Kyogre. When he leaves, make your way back to the Pokemon Center. You should see a small island - go to it. There should be the Sootopolis City Gym there, with Wallace out near the front. Talk to him and he will go inside, ready for you to challenge his Gym.
