Depends in the game, in diamond, pearl, and platnium it's in victory road, but on heartgold and soulsilver you must buy it from the battle frontier for 48bp I believe. Now for black and white I'm not formiliar with razor claws location because I do not like using a pokemon more than once in a game, so I never have needed it in the game.
