If you get the Celebi from the event, go to the Ilex Forest Shrine with it walking alongside you and Ethan or Lyra will turn up. Your Celebi will take you back in time and after finding out Giovanni is your rival's dad, you will forward in time to when team Rocket were hijacking the Radio Tower. The place you appear in is a cave where Giovanni is sitting with a radio and planning to go back to Team Rocket. He battles you, then when you beat him, Celebi will send you back to the present.
