im not sure if you can in ruby but try this go to meteor falls go up the waterfall you see while still in the base of the cave once up it go threw the small paths nd go to the place where you get the TM dragon claw nd walk around there nd if bagon is catchabul you should see one in at the most 9 tries if you want to push it nd really be sure do about 15 nd if you dnt get one within 15 tries around the area where you got the TM dragon claw then id say he is impossible 2 catch in ruby
