I think that Tauros is in Diamond, Miltank in Pearl, the game, (I think,) just tricks you. Go to Hearthome city and walk out the way you use to get to Solaceon Town. use your poke radar in the patch of grass behind the sign that says Rt. 209 (its the closest one to the place you just came out of). when you see grass moving and yelllow lines on top, walk there until you find a tauros.
