The last floor is a rooftop floor, so elevator didn't going there, to get there just go to the fifth floor and walk up the stairs. If you dont see any machines just walk around pressing A on the walls. Oh yeah, there should be a little girl walking around the rooftop floor, give her those drinks and she'll give you TMs. Those drinks cost only 300 dollars and regenerate more than 50 HP, so they are even better than potions.
Any of the drinks from the vending machines will work for the guards.
