You can't find a Vulpix in Pokemon FireRed version. That pokemon is version-exclusive to Pokemon LeafGreen.
Charlamander needs to be traded from Pokemon Red.
If you mean the old version, Pokemon Red, and not Pokemon Firered, then the only place that I can think of that have tons of fire Pokemon is the mansion on Cinnabar island. Go inside and walk around. You should find a lot of Ponyta and Vulpix, if you're playing Pokemon Blue, but if you're playing Pokemon Red, you'll more than likely find Ponyta and probably Growlithe. I'm not sure if you can find Vulpix in Pokemon Red or not. But, that's where you will find a lot of GOOD fire Pokemon. And, of course, Moltres is hidden away in Victory Road.

Pichu does not appear in pokemon red. However, Pikachu can be caught in red, blue and is given as a starter pokemon in pokemon yellow.
You cannot find Sandshrew in Pokemon Red. Sandshrew appears as an exclusive Pokemon in Pokemon Blue but can be traded to Pokemon Red. In Pokemon Blue Sandshrew appears on Routes 4, 8, 9, 10, 11, and 23.
You will find Red at the top of Mt. Silver.
You can't find Ekans in Pokemon Blue. You have to get it by trading from Pokemon Red.
