you can find it down on route 206 in the second entrance to a cave not the one in plane sight but the one located under the farthest point of the bicycling bridge. Keep pressing up underneath the bridge until eventually you'll find the cave.

You can gat the TM Earthquake in Diamond/Pearl/Platinum by going into the Wayward Cave, which is a dark place, TM Flash would be handy at this point. Anyways, Wayward Cave is under the Cycling Road. Go to the second spot where you can walk under the bridge, then after the rock, take 2 steps and you should be there. You will need a bike. Go up, then turn left and get to the top of the cave, then go on a place with stairs going the way you came in from, eventually there should be a rom, TM Earthquake is in there. Then just use an Escape Rope.
